Professor Keisuke Ishibashi Receives the 2025 Internet Architecture Outstanding Research Award

ICU professor Keisuke Ishibashi (Major: Information Science) received the Outstanding Research Award at the 2025 Internet Architecture Research Awards from the Technical Committee on Internet Architecture of the Institute of Electronics, Information and Communication Engineers (IEICE) on June 17 (Wed).
This award is presented to outstanding or highly promising research related to the Internet. The selection is based on criteria such as originality of the concept, usefulness of the results, and potential for future development. This year, four out of 93 submissions received awards (one Best Research Award and three Outstanding Research Awards).

Paper Summary:
Because the Internet consists of interconnected networks operated by multiple independent organizations, a social dilemma often arises in which a security technology is not widely adopted when the direct benefit to each individual organization is small, even though widespread adoption would improve the security of the Internet as a whole. Using the routing security technology RPKI as a case study, this research demonstrated that adoption can progress when organizations are assumed to make decisions with bounded rationality rather than strictly rational cost-benefit calculations, allowing for some degree of variability in their decision-making. The validity of the model was confirmed by fitting it to actual data on RPKI adoption rates over time.

This research has been conducted as an interdisciplinary project connecting information security with economics and game theory since I joined International Christian University.
